Yes, it should work. If you don't plan on doing any rendering or just plan on light gaming this cooler works great.

socket 2011 has thicker screws... no need for back plate.. LGA 2011 is not removable and will work.

I would recommend this cooler up to an i5. For an 13900 I would recommend a liquid cooler as I wouldn't even use this cooler on the 13700.
