To unlock this mission, you need to do all the following things: Completed the "A New Era of Upheaval Arrives" Flashback Mission from Tsunade Search Arc Completed the B-Rank Mission titled "The road to leaping mastery" Completed the Chasing Sasuke Arc Completed the A-Rank Mission titled "Naruto tailor-made training" After completing that mission, you need to get and complete another A-Rank mission (by talking to Sakura) which is titled "A legend from long ago" (defeat Tsunade/Orochimaru in battle) Credits to reddit user - OnBenchNow

If you have completed every mission available, and you are sure there is no question mark icon of a mission character on your map, you should do most available side missions, including ones to make certain amount of steps, break objects, playtime, completing all optional objectives in missions. Also, you should get as much Collection items as you can from General store, buy Music, Ultimate jutsu movies and Figures, also don't forget to trade scrolls for ninjutsu. I was very stuck, until I bought the items and also you should open Collection and unlock Dioramas
