It's free for all the cheats, but if you don't want to use the hotkeys to toggle then you need to pay.

"Ability to completely mod our huge library of 3000+ games and enjoy all the extra features including requesting priority updates." I think it means you can use the cheats for their library completely without just using the hotkeys toggle.
