I have this gpu and I can run Rdr2 with almost everything on ultra settings at more than 70 fps. I dont understand much about all this, but it goes to show the processor and ram memory plays a bigger part than one might think on running a game.

No don't do it. I tried it with newer games like New World and warzone. New world cannot hold >30fps on 1080p and 900p (in populated areas). Warzone can only get 43-61 fps on 1080p low settings+medium textures.

Quick question , is bottleneck a bad thing ? Does it have a bad effect on your CPU/GPU and damage it ? does it make your game run worse compared to a perfectly matched CPU&GPU ? Or is it only like "CPU's potentional is not at it's fullest potential" type of thing

When your system has a bottleneck, that basically means that either your CPU or your GPU is being limited to how well it can process everything going on in the game or task you are trying to perform, typically because the other device cannot quite match the performance of the one device. If your aim is to get the best out of your hardware, this is a bad thing. If your aim is to get a rock solid 60 fps and the bottlenecking doesn't allow that, it is a bad thing. If all you want to do is play games, and do not much care for how well the game plays, then it isn't good nor bad. Bottlenecking has no known harmful effects on your hardware. If anything it increases the lifespan of the bottlenecked device because it doesn't make it work as hard as it can.

easy explenation... if a gpu offers 60fps in normal conditions with the gpu 100% in use on a regular corei5 system, but you decide to run that card with a core2duo that only can handles 50% of that same gpu at the time you lose in theory half the preformance/30fps (probably more) and by that dumping half the price of that card in the trash can...

It is just an RX 560 with capped settings if you flash a new modded bios It gets the same performance as a common RX 560
