I can see Horror Factor affecting creatures with horror factor based on surprise or unexpected confrontation, especially in games like Nightbane. If both entities are surprised, both might need to roll each other's HF to see who flinches.

For horror factor, one thing I thought of because nightbane get a plus three to horror Factor but obviously they're monsters themselves. So my rule is it has to be something scarier than them for a horror Factor to apply.

Great stuff! Legion of Myth I have a question: Has there ever been an indication from either Kevin or Sean that a new rulebook release might include a rules update? I know Kevin has said he doesn't want to invalidate other Palladium releases, but a big rules 'reformatting' would be so helpful. My own interest is in Palladium Fantasy, and just maybe going through the Classes and Races and fixing some things, and them maybe balancing the weapons (The Battle Axe!), would really make a difference to quality of life. The combat system is another discussion! best and ty.

Sean has stated that he 'polished' the rules a bit for the new TMNT. That likely means a bit of streamlining of language rather that any real rules changes. If there are plans for other games in the future, I don't know. If you like the changes, you can adapt them to PF with little trouble.

@@heathendog9749 I'm more after a 'Revision' of PF. I don't think you can fiddle with the combat system too much without opening a can of worms, but you can... 1) 'Balance' out the races bit 2) 'Balance' out the Classes a bit 3) Do a revision on skills and Weapon Damage. I know Palladium prides itself on not being that balanced, but there are things that it really needs to do and wouldn't be that controversial or even that hard without fiddling with the Megaversal system. it would help I think.

If they are working on that, they haven't told us. With that said, it is something they have looked (are looking?) into. We've discussed a 'Universal System' that unifies the rules, skills, spells, etc., then each setting (Rifts, PFRPG, BtS, etc.) would tweak those core rules based on the setting. For example, Prowl starts at a much higher percentage in TMNT and Ninjas & Superspies because it is thematic for those settings.
