I think its both. Verstappen on 2016 and 2024 on wet races are always dominant.

Verstappen in the wet is always unstoppable. Verstappen if he wins at Las Vegas, whilst Norris DNFed on both Las Vegas and Sprint in Qatar, he could be crowned Quadruple World Champion.

I prefer dynamic wet conditions because they bring unpredictable weather and new strategy opportunities, making races way more exciting than sticking to the same strategy every time.
