No, it's actually something called "arbitrary code execution", which to put it simply, is to inject your own code into the game by forcing information into the system to be run under very specific situations. By performing all of those weird glitches at the beginning, TasBot basically force-fed information like controller inputs, sprite slots, and x-positions into memory, which creates the injected code, and then run it however the injected code says to.

Peter Silie When you play SMW, what you do affects the SNES's "working memory", obviously. If you cleverly manipulate that memory to represent actual SNES assembly code and then glitch the game into running code from this memory, you basically start the game you coded from within SMW. The new game can share resources, and even code with SMW because the ROM information is still available. Newer computers and consoles have many protections put in place to prevent this kind of exploits.
