I found an Office PC on Ebay that was collection only that would be a great base for a Gaming PC upgrade as it had a motherboard which support Intel 4th gen CPUs and I knew the 4th gen HP Pavilion OEM did not use propriety parts and would easily accept a PSU upgrade. Lastly I knew it also had the space to accept a two fan GPU.
After getting the PC I upgraded the CPU, RAM, power supply and added the GPU I started benchmarking.
This video shows how this PC performs in The Crew Motorfest. This PC is marginally above the minimum system requirements. After showing the settings I used (the Low preset) I ran the in-game benchmark. Following that I started the game and went through the introduction races before entering the game proper, driving to the first playlist and event and completing the first race. To jump to the race just to the last 6 minutes of the video however I would advise watching the whole video so you can see how stable the frame rate is in a variety of scenarios.
