given that Libs is 50% more expensive and supply cost, barely beating a Muta 1v1 isnt that big of a deal.

@@ShoeAlmighty Then it's not really 1v1, as you'll need an SCV. And the Muta will probably kill that anyway, using it's attack's bounce.

I think the problem is that you need 2-3 Starports with Reactors to get the Libs count quickly enough, but the Muta usually hit much early than that, forcing Terran to defend with mainly Bio, Turret and Thors. Then, by the time you can get enough Libs out, Zerg probably get Viper out as well, and Libs also die quickly to Parasitic Bomb. Ultimately, I think its about the issue of the timing. The fact that TvZ is more focused on Bio army and you cant transition into mass Libs quickly enough.
