Trilian. Ample has a free bass vst that sounds good and more paid basses. Kontakt Scarbee Rickenbacker is pretty good too. Add a guitar fx vst to either to give it a different sound. Boo Bass isn’t bad either.

that is a technique called formant shifting , i first pitch the voice up an octave and then formant shift it down with a plugin called little alterboy
