Ganito Kadali ang Gumawa ng Vigan Empanada || Vigan Empanada Recipe Homemade

Vigan empanada is crispy and have papaya and vigan longganisa inside of it and thats make it special they put also whole eggs on it and it makes a whole meal. this is easy to make, you can make this almost everyday if you like.
dough recipe
3 cups of rice flour (not glutinous)
1 tspn salt mix it with rice flour
2 cups water
2 tbspn annato seed or atsuete
4 tbspn oil
filling
1-2 green papaya unripe (grated)
5-6 pre-cooked vigan longganisa or garlic longganisa remove skin
5-6 extra small eggs 1 egg per empanada
oil for deep frying
tools
rolling pin
wax/parchment paper
or plastic

this one is an ilocos norte version particularly in batac ilocos norte, while vigan or ilocos sur empanada has a pale orange color. differences of both filling is batac empanada has grated papaya and mung bean inside while vigan empanada has a cabbage and mung bean inside. taste is also way too different. Im from batac and went to vigan also so I know the difference of the 2.
