The city council makes building housing very difficult and expensive, so people end up on the streets and do things they wouldn't normally do. There aren't enough police to respond to every crime on top of it. There's also a shortage of shelters and treatment centers as well as a lack of jobs.

Only houses with addresses get trash picked up by the city. There is NO public dumpsters available so exactly where should the homeless put their trash? That should be one of the public services provided but it's not. That wetland park is actually a relatively safe space to exercise as it is patrolled all the time . It has lots of families walking, people exercising. There are a lot of turtles. None of the homeless bother people at the wetlands park. If more city services, such as trash pick up were offered, it would be a lot cleaner.
