For it to explode, the cylinder needs to be pressured beyond its rated pressure or, there has to be damage to the cylinder wall that weakens the structure significantly, causing a leak, with the presence of oxygen *inside the cylinder*. Here there is no significant damage to the cylinder wall, it's a leak only from the top cap. So no oxygen goes inside the cylinder Although It might explode, but that's what all I know.

Good way is to get a cloth , make it wet and wrap around the top of the cylinder and than switch off the regulator. The fire reached to cylinder after some time so they should have switch the regulator off immediately.
