As you said that for a c=0 soil, shear strength is zero at the surface of the soil, which is true in fact. For example, if we consider a sand dune in a desert, its top surface has negligible shear strength that's why our feet sink when we walk on it. I don't think it can be considered a limitation of the Mohr coulomb theory.
