Perhaps, but make no mistake, they definitely lack knowledge, for sure. Signing a driver's license does not make you forfeit your rights as a pedestrian, that's simply the weakest crap I've ever heard. I do wonder if that officer came up with that crap on his own. I highly doubt that he even has the capacity to do that kind of thinking on his own. I'd bet its most Likely a department wide ploy... Which is even worse.
