He's doing that so that he gets the partial refund. After the 3rd light the Ultimate Grab is technically counted as a link/raw hit so he gets 25 meter of the 50 it costs back. Not only that but it gives long enough time for cooldowns to cycle since 623U gives a meaty M.headbutt
