DA leader John Steenhuisen says they will review the final report into Phala Phala by Acting Public Protector, Adv. Kholeka Gcaleka. Steenhuisen says Gcaleka "erred both in law and reason in this matter".

It has nothing to do with him and his private security when it comes to his personal business. He, himself should have reported the theft to the SAPS. There's a difference between his private / public living and security. His life will be protected 24 hours but not his personal business or personal income . Conflict of interest arises here.
