Gear fourth, the way I understood it, combines the speed of gear second and the power of gear third and then improves on them. By blowing and compressing air into his muscles, he reaches the size and power of gear third while also improving the bloodpressure to reach gear second's speed. That's why his body also emits steam in this form and his haki gets this dark-pinkish/reddish hue. The armament haki is required to hold his body together under the immense pressure and turns his body into something similar to vulcanized rubber, like a bullet-proof car tire.

Gear fourth is literally the perfect form for luffy he uses all other forms plus haki for it and while it looks serious it still is a little bit goofy like him bouncing all the time.
