I think he whistles why breathing in as well as breathing out. It's possible with certain sounds. Try it :)

It's an insanely fantastic performance, but unfortunately whistling like this can't really match the same volumes as the orchestra. Maybe it actually sounded a bit louder at the venue over the microphone.
