Hello everyone today in this video we are learning what is Single packet bid & Two packet Bid
At present on GeM, Bids are being evaluated by the buyer through a two-stage process
(Double Packet Bid), whereby first bid opening officials assign the bid to a Technical
Member (Tender Committee formation) for technical evaluation. A technical member
then evaluates technical bids submitted by bidders and marks them either technically
suitable or unsuitable. Buyers make decisions and mark bidders as qualified or
disqualified based on recommendations received from the tender committee. Once the
technical evaluation is completed then only the buyer is able to open the financials of the
bid
GeM has now introduced Single Packet Bids for buyers, in which all bidders who
submitted bids are evaluated based on the ranking at the time the bids are opened. In
this case, all vendors' names will appear in the comparative statement, but their bids
may be technically suitable or not. The envelopes will be opened at the date and time
advised in the bidding document.
