It is weakest to strongest, in my opinion, Iguro is stronger than him, Tomioka has the advantage of being more durable but overall Iguro has more skill and ability as he fought Muzan for (I think) the longest time before others joined to help So, personally, I believe Iguro is stronger than Tomioka (another reason being he turned his blade red by pure grip strength alone)
