Since current direction is different in both the resistors, it is not advisable to add them and them solve. However, when we are applying KVL in the loop, we are in a way treating the circuit as series RLC circuit.

you can solve it by series RLC too but keep in mind the passive current convention entering into the passive elements. In this case ic will be opposite to the series current. so apply the formula accordingly

The figure 8.28 is taken from the book, hence can't be wrong. You have to be clear with the concept of t(-0) and t(+0). The switch is open at t(-0) and is closed at t (+0).
