Why not using rumor + dominance? Lowering enemy attack and you get damage boost because of dominance

capture the city with the green circle surrounding it. Guadacanal each level of difficulty has a perk that can be unlocked after capturing that city. Its the same city for each difficulty lvl, top left corner of the map i believe.
