Zhukov is better because you can change Zhukov skills unlike Kluge. Zhukov has more movement. Zhukov has the biography medal which increases his attacks. If Zhukov had his artillery barrage changed to Inspiration or other skills because that skill was useless in this video, so if you had changed it then Zhukov would definitely have more damage.

You could do plain fighting.... my lower tier generals both tank and arty are the ones I put rumor on. I don't think Inspiration (30% trigger) is a good choice for an Arty general thats only going to have 1 attack per round. Unless its a general just for the Walking Stuka or for some reason you run him with the excellence medal which nobody would. Crossfire is a perk I use to use a lot not so much anymore rather have offensive damage perk.
