@@zrig18 One approach would be to have a ring modulator or vocoder VST running standalone and run the audio data from your microphone through, before it's input into Discord's recording interface; aside from that, there are plenty of vocal modulators already designed for use with voicechat applications, but you might not be able to find the exact effect in Sam's video without a specific patch/software. If you didn't need live/real-time functionality, plenty of DAWs come with similar vocoder/ring modulator plugins that you could run audio samples through and then play from your hard drive (or an external speaker into a mic) over voice chat. Freeware like Clownfish or VoiceMod would probably do the trick, although I haven't tried them and can't vouch for them myself.
