Former parking enforcement officer here. If we came across a car that already had a ticket, we'd check it to see if it was older than 24h. Company policy was that the same car could only be ticketed every 24h

Ticket trick may not work in some cities. The ticket writer will look at the ticket that's already issued, to make sure that it's legitimate. Some cities also issue an envelope along with the ticket.

That last one wont work in most places as the fine slip doesn't look like what is under the windshield. If that car was parked their for that day, the person who writes the fine will know that is not how they put fines on windshield, it takes 2 seconds to look at the fine, if its been more than a 24hrs a new fine can be issued.
