All the mondstadt characters besides Mona, Kaeya and Albedo are technically German. Mona is from Fontaine I believe so she would technically be French and Kaeya and Albedo are from Khanriea(please tell me if I spelt that wrong) so they would technically be some Scandinavian country. As for Childe he is from Snezhnaya so he is Russian and Sara would be Japanese.

I don't think all Mondstadt characters are German. Venti has a Latin name and is based on Greek Mythology, Boreas' name is also from Greek Mythology, Rostam's name is from Persian Mythology and his lore also matches up with the Rostam from Persian Mythology, Razor is most likely inspired by the story of the founder of Rome, etc., The only Mondstadt character I'm sure is meant to be German is Signora because of her last name

But there are some other inspirations, like names for example, that doesn't match the region/country. I don't know about other subregions (Chasm, Enkanomya, Dragonspine) nor am I 100% about the desert, but it seems to be heavily based on south asia and north africa (Egypt more specifically)

The each nation in Genshin is mainly based on one country each. So for Monstadt, it's Germany and probably other Western European countries as well but it is mainly Germany because Fontaine is based on France which is literally next to Germany so I doubt ther will Greeks and other European characters in Monstadt. Liyue is mainly based on China. You can see some characters with Korean names but the culture and story are very much Chinese. Inazuma is definately Japanese. Sumeru from what I know is based on South Asia and Middle East. Natland is most likely America as the character designs looks like traditional Native American attire.
