I'm not sure how he is in other iterations, but the most recent version of him in caped crusader does it because he's extremely pity. A reverse Robin hood who hates the poor and wants to steal even more from them for the sake of it, and he also refuses to even touch high ranking officials and millionaires. Kinda like real world millionaires.

At the very beginning of your video, there is a clip where the gg is running on a rooftop, Batman call at him "Boo, I'm the man who haunts you, Gentleman ghost". If you listen, you can ear organ music, it's a soundtrack from the brave and the bold, a music without lyrics. It's not something you added to the video yourself. I've been looking for this soundtrack's name for long. I enjoy this music and I wish I could listen to it without the cartoon.
