The most important question is, "What is the cause of this collapse?". Call the bodies of engineers and architects to investigate. If you do not ask that question, many buildings are still going to collapse. You do not want to address the issue of employment of illegal undocumented and unskilled migrants.

That question has already been answered by an illegal immigrant as you call them. He says the building was too big for the pillars to support and it had 2 underground garages. So they tried to make the 5th floor even wider the pillars collapsed

Iits been mentioned in one of the 2 hourly updates that independent ivestigators have already been on the scene, have taken photos, but it will take time to give a full report. I am sure while they are busy with search & rescue the engineers would be having a look through the plans & grilling the contractor.
