In this case, it's more George's fault anyway for once again, being cheap. I'm sure Kramer intended for the actual road workers to do the job for him, but George didn't want to pay whatever the full price was and had to haggle the guys down until he actually winds up paying to do it himself. For he is Costanza: Lord of the idiots.
