I felt like Thrax's plan is weird, in the case that he's just ONE virus who hasn't shown a method of reproducing and spreading among the general population. Instead he's a person-to-person killer, and I'm not sure exactly how many single individuals need to die before being noticed, quarantined, and THEN placed in a medical book. However, I also believe that Thrax was growing more efficient in his killing power as time went on, so maybe the film implied that with enough time and experience, Thrax could grow to become an unstoppable epidemic.
