One artist I followed would actually go out and take pictures of places and use them as backgrounds. However I’ve looked at a few mangas and the background almost looked like copy and paste from a picture with special effects…I wonder how if that is what they did though.

Can be done, it’s some stuff to it but posterization is what it’s called. For me though, a turn off if I can tell the it’s a photo. Can do a photo & make it look more manga like though

You don't have to love it; you just have to do it. I hate going to work. But I don't have to love it; I have to do it. If you hate drawing backgrounds but you force yourself to do it that's when you put in the work. The more you do it the easier it gets. Once it's not so hard you might start to like it. Or background may always be the boring part you have to do so you can do the thing you love (which is drawing characters). That doesn't mean you aren't a real artist. You will always have to do something you hate in order to do the thing you live, that's life.

Background come out 10x easier if you actually thumbnail the idea out before hand. Trying to make backgrounds *after* doing a fully colored drawing of a character is the worst
