Yes, all applicants will need to pass the A2-level language test prior to the citizenship application to demonstrate ties to Portugal. This is not an advanced level test, and does not pose a problem in the vast majority of cases. It can be taken at any point (and re-taken as many times as you need to pass).

I think € 280000 programme is closed.

Not yet. You will note from the video that this is set to rise to €500,000 from September 2023. For now, qualifying real estate at €280,000 remains a viable route to the Golden Visa. Please check my other videos on this topic for more information 👍🏼
