My TWH (technically not mine, he's my neighbor's new horse who was probably trained to steer with reins only), but when I ride him in a circle, he thinks that me pulling his head to the inside= turn to the inside. So when he ignores leg should I just keep bumping him till he moves off?

You are right that he obviously does not understand leg cues. Yes, you should keep increasing the pressure of the cue until you get some response. I have two videos on my channel that explain leg cues and how to teach them. Scroll down and find Leg Cues Part 1 and 2 and I think that will help you.

If your horse won’t go forward you need to tap him on the butt with a crop or tail of the rein. If you are not skilled enough to get him to move when you ask, I recommend finding a professional trainer in your area to help you.
