This can actually be used for any delisted steam game, as long as it was a free game. If you attempt this with a paid game, it will say you don't have that transaction in your history, give you a store page link. But it's delisted, so it'll take you to the store home. EDIT: After about a week or so of testing different games you all have asked about, it doesn't seem to work for every free game that has been delisted. You can also try the steam install command in your internet browser url with said game's steamid, but I've found that method barely works for what we are trying to accomplish.

I checked the list posted on the comments and I need to adds some things: "Arma 2: Free" needs the user to have a reciept of purchase. "Pandora Saga" is not there. The video creator might have ment some other game that appears when you search Pandora Saga but as of date theres no exact match. "Zombies Monsters Robots" prompts the no licenses error pop up so you cant access the install page.
