I've done regicide probably 10 times now and I cannot tell you anything about the tar distiller or how it works.

I did it recently during Deadman and from what I can tell it's actually quite simple but the mechanics are so antequated it has a delay in registering you adding fuel which often leads to people not realizing it registers slower than it actually seems to be, one piece will often move the bar up a few ticks and the strategy is simply to let it move up until it starts moving down and only add when it's a little below the area that increases progression, because as soon as it enters the green area it will tick up the progress bar and continue ticking it until it stops.
