It's basically supposed to be a high-quality video made in an advanced, scientific period that's currently being presented in a cheap, vhs style player, primarily because the situation in the story is that the GFI had already long-died out after the war and this video is currently being accessed 1000 years after that period, where humanity has basically regressed and lost many of their advanced sciences. And also, because of the large time gap, the video also appears to be severely degraded.
