I think Johnny, Potemkin, Asuka, and Anji have too high of health for that statement to be true - those are like top 1-6 highest defense modifiers in the game. It suits match-ups like Ram vs. Ram, I-No vs. I-No, Chipp vs. MI, and Sin vs. Ky much better, IMO.
