Justice players aren't allowed in tournaments (mind you, Kliff and Justice are as banned as EX and Gold characters from tournaments) But seems like it's going to change for the upcoming re-release of GG: Accent Core Plus for the 360 and PS3, there will be rebalancing, online mode and also tournament legal Kliff and Justice (I suppose their overpowered now standard movesets are going to be their EX movesets, I won't know until it's released lol)
