You have to remember they're two separate people same body and in this cartoon universe Banner gives Hulk control as part of an agreement to do hero stuff I mean he's still in there more or less is voice of reason another thing it's shown it's better for the Hulk to be kept out since it helps with his sense of reason and even his intelligence as Agents of Smash pretty much shows since from what I can remember Earth's Mightiest Heroes this show and Agents of Smash are a connected universe and has shown he's become a little more Melo more so in Agents of Smash
