Everything that’s a direct threat to Giorno becomes reverted to zero, the only reason why GER didn’t work during the reset was because GER wasn’t activated or because Pucci doesn’t intend to “directly kill” Giorno like he did with the other Joestars.

Simple answer: GER didn't need to. Universe reset was not a threat to Giorno since it didn't effect him, it just transported him to a new universe. So, GER did not need to counter it.

I feel like this can be a scene 0:00 where Giorno comes out from the shadows to confront Pucci since all of DIO's sons meet up with Pucci then at 0:04 It shows a close up of Giornos face as a BAM SFX. Cause you thought you would never seen him again. This makes sense cause in the manga it states that Giorno is somewhere in Florida during the events of Stone Ocean. Then they discuss on how they gotta kill off Jolyne and the crew. They meet up with Jolyne and the crew, but then Giorno feels some sort of connection towards Jolyne. Till then Giorno goes easy on the crew cause of this unusual connection between him and Jolyne, But then Jolyne mid fight turns around and the birthmark the same one DIO with Jonathans body had and Giornos too shows. Giorno realizes this person might be on the good side. They then talk it out. Afterwards, Giorno betrays Pucci. Cool music dude I really enjoy it

The plot was so perfect for Giorno to come in. I actually think it’s weirder that he didn’t. Pucci was gathering all of Dio’s sons yet Giorno was not there. Then again, Giorno’s GER seems like the only logical counter to Made in Heaven. We could’ve gotten the greatest fight in JoJo between: The Ultimate Heaven Stand vs. The Ultimate Requiem Stand.
