The girls in the Pakistan Military Academy are adequately trained to make a hair bun. The special team is prepared to make sure that the girls would be properly dressed and equipped. The Indian military/officials/presidency is not helping women to keep their hair bun that's why they are tortured to cut their hair like boys. It's not ethical but keeps going, let's see who wins.
