There are multiple lore reasons, but if you want the irl reason, it's probably because the CCP has kind of a boomer mindset regarding videogames, and banned the more explicit forms of human violence a few years ago. That's why in most chinese developed games, you won't see any blood or gore, you'll fight fewer human enemies and more monsters and robots and stuff, and of course plenty of skirting around these guidelines in general. GFL1 kinda got away with it because it was more of a visual novel (and even then, all the human enemies were coated in so much armor that they were barely distinguishable from robots), but with 3D, the devs need to be more careful overall.
