I actually created the thumbnail for this video using graphics layers in ArcGIS Pro. While doing so I ran into a limitation of graphics layers - they can't exceed 10 MB. So you can't go too crazy with images.

I must admit I only used them for minor notations in ArcMap. I always had trouble with them not scaling well when I went to print. Having them as their own layer may get me using them more.

If I have added graphics to the template view but not on the map itself, does that mean I cannot re-order the graphics elements to display beneath the map elements? (I have just added lines to a template and realized the graphic lines cannot be re-ordered to display underneath the map elements, and I was wondering if it's because I only drew these graphics in template view, not map view)

Layout graphics know their position on the page and are always drawn in page order, so you wouldn’t be able to have them draw beneath layer symbols. Graphic layers know their position in the spatial reference of the map, and you can order them in the table of contents.

Yup, there’s a Graphics to Features geoprocessing tool. You might have to run it a few times if you have different types - points, lines and polygons in one graphics layer.

I want my graphic layer the same shape as my state polygon. Is this possible?

I haven’t tried it, but maybe you can right click on your state and choose “Replace Sketch”. To get that to work, you may have to turn off all other layers but your graphic layer and your state layer. Or try selecting your state and copying and pasting it into your graphics layer? I’m away from home, so I’m unable to test these methods.

I just tried what I recommended and neither method works. I looked in Pro for the "Convert features to graphics" tool that exists in ArcMap, but they haven't ported it over to Pro yet. It is weird to me that they have made it so you can symbolize a graphics layer like you can a regular layer, but the edit tools for graphics don't work the same.
