It can be unlocked from an event to play it on premium encore stage. Right now the event is over. Also to play it on premium encore stage means that you have to play it on standard mode. If you're from the US, you won't have access to this song because the machines in the US are using the Japanese version, which requires Paseli to play standard mode, and you can't use Paseli in the US.
