what is the name of these side chests and where did you buy them?

They are the "KQR 28 Litre Hard Saddlebag Set". Part# 99994-0564. They came standard with the bike but you can find them online from Kawasaki or other sellers. They also fit on several other Kawasaki bikes like the Ninja 1000 and Versys 1000 with the integrated KQR mounts.

No. The baseplate and the rack are both sold separately from the topbox.
