It depends on which city you are going to, seoul and the cities surrounding seoul are much more expensive than the rest. Personally, I went there on March 5th and got my first stipend on March 25th. It depends on university to university some universities give stipend earlier and some give later than this. But normally it does not take more than a month.

You will have to convert it according to how it is mentioned in gks guidelines and then you will have to get confirmation on it by your university ( stamp, sign etc.) then it will be acceptable.
