It's been 30 years since the international community turned a blind eye to the 1994 Genocide against Tutsi in Rwanda. Using the case of financial aid from the International Development Association, Thanushiyah Korn illustrates the role that international actors played on Rwanda's path to genocide. She argues that the extent of the crime that cost over 800'000 people's lives within 100 days cannot be understood without considering the global dimensions of the genocide.
