This is non toxic but this kind of glow in the dark paint (Zinc Sulfide doped with Copper) will only glow brightly for half an hour at the most once charged. It acts like a phosphor. I would recommend coating it with water based polyurethane or something like Krylon clear paint or clear nail polish so the glow paint doesn't get chipped off over time especially for outdoor use. The more modern glowier paint has Strontium Aluminate doped with Rare Earths such as Europium or Dysprosium in it. This paint is not toxic BUT if exposed to water will lose its ability to get charged up. "They possess the property of absorbing certain types of radiant energy (usually below 4000A and not visible to the eye) and converting this radiant energy into longer wavelengths in the visible spectrum, and emitting it as light." Strontium aluminate phosphor paints tend to glow blue, aqua or green and they glow for 8 - 12 hours when fully charged. You can get other colors but they don't glow for nearly as long. Strontium aluminate phosphor paint needs to be a non water base and sealed with several coats of clear nonwaterbased paints to keep out water for a wet or outdoor use. I would recommend putting the rocks in the oven at 170 deg F for an hour to make sure water in the rock is evaporated out of it. Plastic or anything else flammable doesn't belong in a hot oven! When my son was small he was afraid of the dark so I used strontium aluminate paints I made myself in blue, aqua and green and painted them in a 6" wide band around all the doorways in our apartment. By itself, the paint dries to a very pale yellow or off-white color. During the daytime these paints weren't noticeable since they were applied over white paint. These paints are very safe when applied by an adult and premixed by a manufacturer. Strontium aluminate phosphor paints once dry are non flammable. The strontium aluminate phosphor paints need to be stirred often because the pigment is very heavy. The more coats you apply, the brighter the glow.

I’m confused, on the directions it says u should paint them white, before u paint the glow in the dark on, for best results

Glow in the dark works via light, white "attracts" light so to speak. The white paint will help the glow in the dark attract more light.

Glow in the dark pigments can last a long time since they can literally recharge and then discharge light. I would say that Zinc sulfide doped with copper can last a long time and Strontium aluminate doped with rare earths can last 20 years if properly applied and protected from water/moisture with a non water based sealer.

There are rocks that glow due to the presence of naturally occurring minerals that are undergoing decay over time and give off photons (light). I ordered a calcite sphere from China that was said to have that property. When I finally got the calcite sphere two months later I opened the package in complete darkness and my little sphere was glowing. Not brightly, but glowing just the same.
