Because 3 seconds left does not always equal 3 seconds left to play. They are playing with increments. After each move, if they are fast enough, a certain amount of time is added back to their clock. If they spam moved pieces, they could make errors very quickly, and there is a chance that the other GM could take that opportunity to win the game.

knight= 3 pawn equal=1 if magnus take hikaru get 3 pawn and destroy the defense, hope it helps

As stated if Magnus take with Rf4, Hikaru goes Bc5 forcing either a hung knight (dies where he stand or e4, b3 would be silly) or moved to c6. If c6 then Hikaru can exchange with Pd5 and then Bd5 because knight now blocks Bb7. Magnus isn't going to take with his Queen and have the knight c3 take it. That would break open Magnus's defense while freezing his knight and Bishop from attacking especially as Hikaru can now play Pb4.
